LEMMINKÄINEN TO START CONSTRUCTION WORK FOR KUOPIO LIFE CYCLE PROJECT

Lemminkäinen PPP Oy, the City of Kuopio and Kiinteistö Oy Kuopion koulutilat
signed the contract documents for the City of Kuopio's life cycle project on 14
December 2009. The project includes the new construction and basic repair of
four schools and one child day-care centre. Lemminkäinen will be responsible
for the maintenance and upkeep of the buildings for a period of 25 years. The
total value of the project is EUR 93.5 million.

Kuopio City Board selected Lemminkäinen as the service provider for the life
cycle project on 27 July 2009. Lemminkäinen will combine expertise from its
various business sectors in the project. The service provider, Lemminkäinen PPP
Oy, is a consortium of several Lemminkäinen Group companies, namely Oka Oy,
Lemcon Ltd, Savocon Oy, Tekmanni Oy and Tekmanni Service Oy.

Kiinteistö Oy Kuopion Koulutilat owns the properties that are to be enlarged
and repaired as well as those that are to be newly constructed in the life
cycle project. The real estate company is owned by the City of Kuopio.

Project planning began during the autumn and construction work will begin at
the turn of the year. Work will start first on the construction of the new
Martti Ahtisaari school and Puijonsarvi school. They will be completed in 2011
and 2012. In summer 2001 work will start on the construction of Puijonlaakso
child day-care centre and on the repair and enlargement of Rajala school. These
works will be completed in 2012. Construction work on the last site, Pohjantie
school, will start in summer 2012 and will be completed by autumn 2013.

Lemminkäinen Group is involved in many life cycle projects. Examples include
the E18 Muurla-Lohja Motorway as well as a number of courthouses and police
